Sir,
With reference to your letter No. 15 of the 16th.
ultimo enclosing a copy of the Viceroy's "despatch of the pre-
ceeding day, I am directed by His Excellency the Governor to
request you to ascertain whether the Viceroy has yet decided
upon His Excellency's suggestion that passenger traffic should
be allowed to all towns on the river. His Excellency is in a
position to assure His Excellency that the Inspector Generel
of the Iperial Maritime Customs has no objection to the adoption
of the course proposed, and has so informed Her Britannic
Majesty's Minister at Peking.

His Excellency believes that the Viceroy will readily
understand how potent a factor this concession will be in
reducing the number of piratical robberies on the West River.
I am to request you to inform the Viceroy that His Excellency
will be glad to be favoured with his reply as soon as possi-
ble, as the matter is pressing.
